All of the ESA’s get their base funding from the local districts and then support that funding with grants and shared state and federal programs. There are a variety of funding mechanisms for ESA’s. Some have no membership fee and fund programs strictly on a purchase of service basis. Others utilize a base membership that funds administration and some other programs and then assesses fees for other services purchased by districts. Still others have a membership fee and then supplement that by charging a fee for service on all programs and activities.
